Are you in a conversation with them? if so it may mean that they are trying to look as if they are focused on what you are saying, yet their mind is elsewhere.

or if you are confronting them they are nervous and its a way of fidgeting

I think the meaning can vary quite a bit, if there is a meaning to it at all.. but the standard response is, it's a way for a man to bring attention to his face (him) in a social setting such as a bar or coffee house.

Maybe profound thought and/or relfecting? Like when people are nervous they tend to avoid eye contact and in more extremem cases become shifty(hands, body weight).
