Does this mean the models took the pics and made them public by putting them on a public accessible site so anyone can use the content? If thats true then taking screen caps of someones webcam during a chat session would be illegal or legal?

Some of those girls may be under 18, but it's not illegal to show an underage girl in a bikini or even flashing her tits.

But it is illegal to swipe someone's photos and claim they're in the "public domain."
