Gibraltar has secured an agreement with the European Commission to allow its tax-exempt companies to retain their status until 2010 ? giving it time to seek alternatives to the regime, which had been threatened with closure.

Uniquely, it also allows new exempt status business until 30 June, 2006

. Existing exempt companies will be able to continue to benefit from tax-exempt status until 31 December, 2010.

I would say The Netherlands is pretty easy. Also with the porn laws, merchant accounts etc, the Netherlands is a good pick. Yeah the tax is higher here then Gibraltar. But I would consult your bookkeeper/accountant, how you can play with that.

If your own country have a double taxation treatment with the EU country you incorporate in you can pay your taxes in your homeland if you are creative.

true and most probably unless you live in uganda your country has such treaty with all EU countries. (maybe not with the some of new entered ones).

if you can get away with Gibraltar, do it there, otherwise cyprus is your next option. I can bring you in contact with one of the three or so largest accounting firms in the island. They'll take care everything, but expect a 6-8k euro/year cost. Cyprus has 10% corp. tax for up to 1mil euro profits and 15% for over that. Also it has 15% VAT.

.> Existing exempt companies that change ownership and/or activity before > 30 June, 2006, will be able to benefit from their tax exempt status until 31 > December, 2007.

So it looks like you would need to buy an off the shelf company instead of creating a new one.
