The bill will require ISPs to block access to websites deemed "harmful to minors" on request. This blacklist will be drawn up by the state's Attorney General.

Unworkable. Unnecessary and pointless......probably will be implemented then

... and unconstitutional.

I guess the Utah AG hasn't heard of the Commerce Clause of the US Constitution. This is a federal issue, not a state issue--interstate communications.
