The article isn't saying the tax will be reality, it's saying "The proposal is one of hundreds of resolutions party members have brought forward to be considered for debate at the NDP's annual convention, which begins today in Brandon."

No matter what party is in power here there would be these kinds of idiotic proposals being submitted.
