Rand McNally sells a database of zip codes and distances from one to another. They will give you the database for development purposes if you tell them your writing software only thing is you have to sign some papers to get it.

I have an old version here when I wrote some trucking software years ago... it's really outdated though.

I had one that showed latitude and longitude. Not sure where it is, could maybe dig it up if that'll do.
