im not sure what u mean, but if u double click the layer a box will pop up, and click on the one that says "stroke" and set the color and size :upsidedow

you can do ctrl+A, edit->stroke.. and go from there

Another variation on the same theme...
I use ImageReady which comes with Photoshop, since it cuts down a few steps for me, and under Style select Stroke - then you can set the size. Be sure to specify Inside. If you want fancier border frames, Alien Skin makes some cool ones that work as a plug-in for Photoshop.
