Homeland Security Secretary Michael Chertoff said Wednesday it was a mistake for Hawaii to post a confidential report on its Web site, but the department will continue to communicate openly with state and local authorities about potential terror threats.

Scenarios also include:
_Blowing up a chlorine tank, killing 17,500 people and injuring more than 100,000.
_Spreading pneumonic plague in the bathrooms of an airport, sports arena and train station, killing 2,500 and sickening 8,000 worldwide.
_Infecting cattle with foot and mouth disease in several places, resulting in hundreds of millions of dollars in losses.
But a nuclear bomb, an exploding liquid chlorine tank or a widespread and prolonged aerosol anthrax spray ranked among the most devastating attacks outlined in the report.
