I've found that maxmind, even in something simple as country-location, is far more accurate than ip2l. Don't forget in Euro-telcom deregulation laws, an ISP from Italy can provide broadband to a customer in France etc etc, and as such the geoIP gets a bits lost, especially so for the smaller telco's with less IP# space. So, the geoIP software company that does its upmost to keep its IP geo maps up-to-date will win, and IMO that's maxmind.
Of course, if it's more defined than simple country-location, then maxming will cost more, but you get what you pay for.
For one simple example, my personal home connection with maxmind ALWAYS shows Marseille, France no matter what my dynamic IP might be (as I have Maxmind's services), yet with other companies (AFF for example), my town jumps from somewhere in France to somewhere in Switzerland to somewhere in Italy - AFF has NEVER yet shown my IP to be Marseille, France.
