Is it illegal to trap users in endless popups?

I just remember an article about that guy (from NJ?) who made almost a million bucks doing just that and he had to pay a fine or something

He had to pay a settlement for some of the domains he was using like cartooonnetwork.com etc. Nothing to do with popups (although those who trap surfers in eternal popup hell should be subject to shooting).

It should be illegal for TGPs to flood the net with so much porn (90% stolen), that people dont need to buy it....

Personally, i think Console hells are very good for this biz.
