what's the proper command line to use to move files between hard drives my second hd is called hd2 also how do i switch to that drive to view the files already on there

I'd suggest "man mv", also to what destination is your hard drive mounted? (ie set in /etc/fstab), /dev/hd* just tells me you have IDE drives.

also what the tar backup command for all directories and chmod structures

/dev/hda2 is the second hard drive
