I read the article and it seems they are trying to implement a rating systems based on the honor system. An official database of URLS.

As far as the legal mumbo jumbo, it seems to change the burden from the consumer to the site owner.

There is a colorado professor that claims Wall Street is evil and the people in the trade towers deserved to be killed because that were part of america that kills people all of the world.
