How do I make an image effect like the one on www.spunkycash.com?
Which software do I need?
Is it even possible with PS? Or do I need a gif animation program?

There's quite a few smaller, more user friendly programs to create Flash files. However, that effect might be a little beyond their range, but worth a try...

Just go to download.com and check them out... there's quite a few of 'em.

You could do that with a gif animation program (create the white lines by hand)

it isn't necessary to use flash for this, could be made with photoshop and imageready together.... just get the "white line" effect and the make the anim in imageready....or in flash, whatever....

you could do it with an animated gif, but probably your best bet is flash....

that .gif would be enormous !!!!!!! Flash is the way to go.
