I found an ad today using a script that redirected to a non-console link if the referer was not google.com and if you clicked on the ad from google.com you had the link with popups.

This means that when the adwords reviewers approved the ad, it was from adwords.google.com so the reviewers saw the non-console link. :1orglaugh
