You want to spam? Register at Tucows... they don't mind
You can sell warez, pirated software and send every second messages with scripts that blocks your POP3 box...
They don't care like Enon or GoDaddy....

I think that you have confused a registrar with a hosting company.
If you really think that there is a responsibility of 'carriers' such as the
registrar and the registry, then you may want to try and have this
discussion with the registry of record for *all* the .com's and .net's -
www.verisign.com - I think that you will also find that they are not
authorized to shut down a domain name due to the use of the hosting.
