The JMBSoftware guys have one, but I'm not sure if it's available yet. The beta/trial version is available to existing owners of their products.

Tool kicks ass, but I don't see it listed anywhere on the site but in the Owner's Lounge.

I used the SmallerAnimals Thumbnailer quite often, and found it really satisfactory. Plus it's really cheap.

I've used SmallerAnimals Thumbnailer for many years now. It's great and I think it's pretty cheap too.
