Sure. It also loads down the federal system to the point where it'll take years or decades to pass through real cases. Things like class action suits against PG&E for groundwater contamination with hexavalent chromium, or like the current storm brewing over drug manufacturers knowing for years that a particular brand of analgesic increases the incidence of heart attack or stroke yet continuing to sell the drugs.
Not everyone is out to screw everyone else. Many people have been legitimately wronged, and will now be doubly shafted unless a commessurate increase in funding to the federal court system helps ease the burden of what will amount to a sudden 50x increase in workload. :2 cents:
