Just register a domainname, get hosting and download Pivot (http://www.pivotlog.net/).

That one also seems to be running on Pivot. It's a highly adjustable script.

Those are TGPs. The ability to leave a comment doesn't make a site a blog. The reason blogs get good SE traffic is because of the text...which those sites have very little of.
