Completely safe, unless you get in a ghetto at night with a tourist outfit, as in most cities around the world if you stay in safe areas you're ok. and that's speaking about buenos aires, in my town 4 hours from ba or any other province you're pretty much safe everywhere, don't expect to find a lot of english speaking people.
