would the visa charge back rules apply to poker sites
like ultimatebet or shit like that. do they have to stay under 1 % as well as adult sites.

It's legal out of the US in Australia, Panama and a few other countries. I believe there was a lawsuit that Visa/MC lost in Australia that allows Aussie Casinos to process non-coded V/MC worldwide and coded in Australia? 90% of all US issued cards are coded to block Gaming so having non-coded processing allows them to process US Cards. The card holder may still be breaking the law though?

As far as I know, Visa USA does not process for gambling sites. The 1% chargeback rule is a Visa USA rule, so it wouldn't apply to gambling sites processing in other Visa regions.

Most visa cards block there accounts from being used an egame sites.
