DVD Authoring.
 
I have some footage on VHS that I need to transfer to DVD. As well as edit create some music layover and possibly DVD menu's.

I need to know what hardware and software is recommended. I already have a DVD burner just need to transfer the video from VHS, edit it and encode it to DVD

you can do it with a video card with video-in feature, a tv-tuner with video-in or a specialised video capture card.
I'm using a mini-dv cam, I'm recording on it and then transfer to my comp via firewire. a good software for this would be WinDV , it's tiny and it doesn't drop frames when you transfer in/out to miniDV cams

If you are looking for a simple solution, you might want to try TMPGEnc. DVD Author app. You can use it to design simple menus quickly.

If you want to add soundtracks and effects, use Vegas Video to do so, before aithoring.
