Yup eBay is getting pretty stupid. Remember when you used to be able to get good shit there at a reasonable price? Now its just used shit that ends up costing more than new because some dick thinks his time to go to the post office is worth $20/hr. Probably because selling tabacco on eBay is illegal. eBay most likely send him an email saying to amend or take down his auction. Happened to me once, when I was unaware of some of the terms.
