The mistake people would be making here is that the USA are a country, the UN are not. They are a bunch of seperate independed countries.

Nearly $9 billion of money spent on Iraqi reconstruction is unaccounted for because of inefficiencies and bad management, according to a watchdog report published Sunday.

In unrelated news, a kid in the mail room retired early after depositing his paycheck of close to $9 billion... he was last heard saying "This must be my Christmas Bonus finally!" before handing in his letter of resignation.
