Which countries have low fraud?
 

I am setting up a Credit Card billing page and am trying to figure out which countries to allow Credit Card charges from and which ones to block.
Anyone know of any that I should add to my list to allow and which ones I should remove and block?

I heard there are scammer penguins in Antarctica. That scares me.

i'd take israel off that list, i've blocked that country for years on my sites, except in the cases when the processor was already blocking them altogether for the same reason, chargebacks..
