It's been a while since I read the can spam law but I believe it said that you CAN NOT harvest emails, you CAN NOT buy email list, so my question is who are you going to mail?
If you can collect enough emails from your sites tehn this is simply mailing to your double opt-in lists.
I might be wrong though
