I just talked to iBill support. According to them:

www.ibill.com is being serviced - should be up Saturday

They removed the GKARD logo from the signup form to avoid customer confusion about having iBill and gkard on the same page.

This happened (ibill.com being unavailable) a number of times in 2004, even before the Sept 16 event took place.
