Photoshop. Record action. Run as batch. It depends on what you want to do though...

Resizing? Watermarking?

Irfanview. Easy to use and has the staggering advantage of being free.

Photoshop if the manipulations are complex - if it's just resizing and adding a watermark there are other simpler programs.

For just resizing I guess even JBatch It! would do the job!
