Let me start by denying the validity of your conclusion. Everything can be debated. That the earth is round is a fact. That the earth is flat once was a fact. Facts are generally considered to be the consensus on a given issue by the experts in the area in question.
Aside from that, I did not say that there is a "best" in art, for indeed there isn't. There are quite a few things of such a level of quality that deciding between them would be impossible. However, it is quite possible to discern between "good", "great", "decent", "mediocre" and "bad" movies.
There are things like convincing acting, originality, good cinematography , a well-written plot, etc. which are necessary parts of a good movie. And that is in fact what the very word "good" in this context means, it refers to the quality of a movie, and that in turn is determined by the quality of its components. To equate "good" with "enjoyable" is either to reject language or to fail to understand it.
Now, you could completely reject criteria such as the ones I mentioned. You could also use a whole new set of criteria, like "how many times per minute the color red can be seen in the movie". But that would be ridiculous. There are certain things that constitute the main parts of a movie, and the quality of those and the way they fit together is what determines the quality of a movie.

Something can be your favorite movie even though you still realize its quality is only decent or even mediocre. Personal preference does not have to cause partial blindness.
Aside from that, sure you can compare the Bouncing Souls to the Beatles. The Bouncing Souls made some rather monotonous and simple yet still very catchy and entertaining tunes, the Beatles entirely changed the very definition of music and its place in society in society. See how easy that was?

No, movies are not solely made to entertain you. It may come as a surprise to you, but movies, like most other artforms, also have other goals, like making you think, criticizing society, creating new aesthetic ideals, studying the human condition, or even discussing the nature of art itself.
Enjoying a movie is a good criterium for rating how much you liked the movie, but not for how good a movie is. A movie may raise a very disturbing issue, and may therefore actually be unpleasant to watch. Obviously, that by itself would not make it a bad movie.
You have raised an important point, though. The idea that the only important things in life are enjoyment and entertainment is exactly the reason why western society right now is ultimately decadent and empty. People strive for an existence of complete apathy. Thinking takes too much effort.
As for why you would rate "a cd by Mozart" (Mozart didn't make cd's, dude) a 10 if you didn't like it... because it's good music. Quite simple. Even if you don't like it, if you know anything at all about music you know that his music is simply very good. The flow, the way it's put together, the way different themes are explored and different emotions are conveyed are all simply done very, very well.
