HELP! Anyone know software that will glue an image to another...

I need a mass program to attach (permanantly) one image to another. Thus two images become one.. Like one over the other type deal..

Anyone know of something like this?

most software have an effect called stitching

No I need it to be a ful usable jpeg file. Hence why I said permanant. Or am I misunderstanding you?
