Both of those IP's showed up right away - obviously it is just one person. I don't understand though why there are 2 IPs. Where does the 2nd IP come from?

Sometimes the same thing happens except with fucking 5 or so different (yet very similar) IPs.

They are behind a proxy server, like aol, but in this case Adelphia.
