no it not, i own bmwproject.com i was going to develop a site around my bmw and changes i've made to it, but according to BMWNAA any websites that has the BMW brand name and is associated with bmw in anyway is illegal and can be taken away from the owner.

i think this design is an example of good desgn skills and nothing more.
I doubt someone will start a program with such a name.
