Each person has a unique code, so they must be for identification purposes. I'd guess the site was created to help families ID their loved ones.

what, to me, is even more disturbing is seeing the bodies in swimsuits and seeing water floaties and stuff like that....it shows these people were just out having fun and enjoying a nice day when it hit...it seems a little different then war or something where it's expected a little more
