Unless those people usualy have that much water in their gardens i would say that it was taken when the water was going out again and not when it was about to hit, thats kinda the reason for the "scary looking" twists aswell :2 cents:

I believe there were two different sets of tsunamis...the second set being the worst...it might explain why the land is already wet.
