It has nothing to do with Bush and is basic economics - one of the primary reasons the dollar is low is that the Prime Rate has been lowered and thus foreign investors don't put the money in the US as they once did. Now that the Bank Rates are increasing that will change. You can blame this on Bush if you want but there are a number of reasons that these rates are low.
