For you to get credit, the user need to buy credit (pay cash), but he doesn't have to spend it.

How can the surfer only spend $10. I thought it started at $25 blocks?

If a free user haven't paid for a long period, and we think that he is not paying due to the fact that the first transaction is $25. We might offer him the $10 option.
We don't offer this to everyone, only to a few free members up to now, and some of them had converted to paying members.

What about if the surfer buys a fan club membership for the $16? Do we get credited with a paid sign up for that?

In order for the member to buy a fan club membership, he needs to buy the $25 credit, and we take the $16 out of it. So yes you will get credit for that as well.
