he sold you traffic, sent you about 1/4th of it over a long period of time, you noted to self never to buy from him again and cut the loss. seems thats the gig in a nutshell.

Yeh, I think that might have been the case. I never really had the need to buy traffic, but there was a period when I was buying as a prod test for the hell of it. I recall having to ask someone over and over when the rest of the traffic was coming in, to which he replied: "I'm adding more sites to my network within the next few weeks, your order should be completely filled soon" or something along those lines.
This was the usual excuse each time I contacted him.

I belive the order was never filled to this day. If I can dig up some history on this, I'll post it too.
