Who shoots content in Thailand?
 

I read that producing pornography is illegal in Thailand and is punishable by up to 3 years in prison.

So how are people getting away with shooting porn? Just paying off officials or taking the risk? Or is this a law that is not enforced?

I'm assuming it's locals that pay off law enforcement. If you were to shoot content, she or he would run and tell the cops to get a small finder fee. Money is number 1.
