It's not required for AOL softwaer to load. The functions inside of it are used for winsock AOL programming from within VB or C/Cpp.

My guess is he downloaded source code from a l33t AOL h4ck3rZ web site and hasn't the DLL's nor the first clue how to implement the functions.
