Actually it's up to 21 cents on their gateway page if the surfer clicks all links (no traffic leaks). And the checks are sent out like clockwork. They are a trusted and honest company.

Candid Click outdid both Offshoreclicks and Cheat Traffic for me.
Their gateways are ugly, but they seem to work - and they count every single link, even the e-mail forms.

Plus they have the best support I ever experienced for a webmaster program.
