It's from the gawd-awful Kickboxer movie

The one where his "brother" (Italian-lookin dude no less) is paralyzed and JCVD seeks revenge (same "storyline" as Rocky IV but with worse acting, if that's possible) . There were a few sequels too.

also, you have to understand he was drunk at the time. His trainer, sensai, took him to a local bar to get loaded in order to test his martial arts while "under the influence"
