who has good geo-targeting capabilities?

I need somthing to display dynamic content based on the city the surfer arrives from.

Who should I use? How much should I pay? So far I've seen $200/year...don't know if that is a good price...

Last I checked the DBs cost in the neighborhood of $150. So add tech + install+ hosting costs to that and it seems like a pretty good price. :2 cents:
