This is why there are different courts. This would be civil court. Typically people go to civil court to prevent ending up in criminal court cause the fucker did not pay you.

when you tell a child that he will get something he wants very much, and he works his ass off for it - and you don't reward him, you have failed as a good parent.

No, he's actually correct. The civil courts only handle civil suits. Criminal courts only handle criminal cases. They're two completely different systems with different standards. You can't well put the two completely different systems into the same court room. When you go to the justice building, civil court is usually on a different level of the building then criminal court is.
