I'd say terrorists favor large population centers, so states with big cities are the most likely targets.

Lets preface an attack with the assumption that it would come due to Bush being in charge. Should LA take a hit although it tried to vote Bush out of power?

If their plan is to bankrupt the US like they say it is...it'll most definitely be a blue state.

If that is the reason for the attack, then yes, it wouldn't make much sense to attack a highly Democrat state.

Many people have theorized that the next attack would be in a non-populous area... this would cause the most terror as it would give the belief that nobody is safe.
