Of course. The election isn't "certified" until later this month. But, it's pretty much a statistical impossibility for the outcome to change - even the Kerry campaign recognizes that.

Remember, the military vote still has to be completed as well as many absentees (both of which are strongly conservative). The provisional ballots are largely disallowed, as they were improperly cast in the first place.
