Convicted felons lose the right to vote; otherwise they still have the right.

If you're in jail and HAVEN'T been convicted of a felony, my guess would be that you could use an absentee ballot...

I voted absentee in 1992. Was in jail for a while cause of some stupid shit I did when i was in college :Graucho
