It's annoying and it's not effective. I couldn't tell you what company runs that banner. I couldn't even make an educated guess.

As far as annoying being effective, I think this thread shows it's not by the number of people who even though they are annoyed by the banners they have no idea later who was responsible for annoying them.:glugglug
