Technically, I think it goes to the speaker, then there is supposed to be an election within 60 days. The Fatah are also claiming he wants it to be Mahmoud Abbas. He never really groomed a successor because he was afraid the person might try and overthrow him one day.

Arafat is the leader of the Palestinian nation. He was given a Nobel award not just for his efforts to bring peace in the middle east, but as a way to keep alive the voice of the palestinian people. As I said yesterday the last attempt for peace died with the assassination of Yitzhak Rabin nine years ago and you should know who to blame for this. If you have the impression Arafat was a barrier; wait to see how things will look with his absence.
