Unless you were able to go back in time to 1996 why would you want to run a TGP without trading? (of any kind - hard links, skimming, whatever)

I did setup a TGP without trades a couple of days ago.
It does not have any traffic yet but I will feed it with some of my 404 traffic soon...

I would think that a niche TGP could be viable without trades.

I run 3700 of them and they are doing good. No trades, no skim... all free porn. Last week I just realized that I even had removed acidentally the ads for the lesbian niche, so they had free porn with no one single add for a couple of days :)
