What is the difference between a mailer and a spammer?

I see alot of talk about people looking for "mailers" and others about how bad "spam" is.
What do YOU think is the difference?
Personally I think if some one is sending email that are CAN SPAM compliant to customers who have entered there email on a website then they are a "mailer"

Your thoughts?
