i dont think theres a problem really
she wants them for herself

If she wants them let her get them.. Sometimes its a mental thing.. Boobs are like a mans penis.. if they are small it can sometimes create that mental note with yourself that you are not good enough.. If she feels that she can improve herself, and get rid of that mental thought then I say let her go for it..

Just make sure she does it thru the armpit or the belly button.. Nipple cutouts look unatractive and may make her thought on her breasts worse..
